# Opinion of Probable Cost (OPC)

An opinion of probable cost is a preliminary, order-of-magnitude budget estimate of the cost to remedy a physical deficiency, based on professional judgment rather than a contractor bid.

## Why it matters

ASTM E2018 describes opinions of cost as budgetary projections that help the user understand building condition. Actual prices vary with contractor, timing and scope found during repair. Reports often show ranges and list exclusions.
