Capital Needs Assessment (CNA)

A capital needs assessment is a physical inspection and cost forecast of a multifamily property's repair and replacement needs, submitted through HUD's CNA e-Tool for HUD-related transactions.

Why it matters

HUD uses the CNA to size repairs and reserves for FHA-insured loans, RAD conversions and other multifamily milestones. It is more prescriptive than a standard PCA because HUD sets the format and tool. Owners and lenders should confirm which CNA version and assessor registration HUD requires.
