Material Physical Deficiency

A material physical deficiency is an easily visible defect or deferred maintenance in a significant building system or component that a property condition assessment is designed to find and report.

Why it matters

ASTM E2018 states that the goal of the baseline process is to identify and communicate material physical deficiencies to the user. The definition excludes de minimis conditions and items fixed by routine maintenance. This is why small cosmetic items often do not appear in a PCR.
